Fixed error pop-up "Failed to get issue details. Issue does not exist." when opening some issues in detail view.

Reuse

EASE-13707

Fixed error message for Reporter field when reusing. Error occurred when the field is not in the target project issue type’s Create/Edit screen configuration.
Hint: During reuse, the Reporter field value in the copied issue will always be the user performing the reuse and does not require validation.
